One of the most important tasks any educator can engage in is evaluation, as this is an important impetus for changing instruction to bring about greater student achievement.
Public Act 12-116, passed by the CT legislature in the spring of 2012, established the framework for a new evaluation and support system for Connecticut educators. It calls for evaluation to be a collaborative process to ensure that evaluation is a process in which teachers are active participants and not merely the recipients of an evaluator's review and rating.
In June, 2012, the State Board of Education approved new draft guidelines for educator evaluation and support, and developed a state model for evaluation, which is being piloted this year in several school districts. The Neag School of Education at the University of Connecticut will study the implementation of the state model in the pilot districts and make recommendations for further use of the model and the guidelines. It is anticipated that the guidelines will have changes as a result of the study.
During the 2012-2013 school year, school districts are expected to revise or redesign their educator evaluation and support plans based on the draft guidelines, and implement their revised plans in the 2013-2014 school year. Districts may choose to implement the state-developed System for Educator Evaluation and Development (SEED) plan in lieu of one of their own design, which is why it is included in the list of resources.
